Perhaps you've heard of
Improvement-Club? They're filled with both people looking for critiques and also those willing to give critiques. ^-^
A word of caution, though: If there is no request for critique on the average piece of art, perhaps tone down the bluntness a little to avoid causing offence. It's also better to err on the 'sandwich' method of critiquing when it comes to more timid or younger artists - better to build their foundations slowly and with kindness rather than tear them down with too much analysis.
(tl;dr: Not every artist is a masochist or likes overly analytical critiques unless they've made so clear.)
